April 22, 2022，National Development and Reform Commission、National Bureau of Statistics、Notice of the Ministry of Ecology and Environment jointly issued the "Implementation Plan on Accelerating the Establishment of a Unified and Standardized Carbon Emission Statistics and Accounting System"，Systematic deployment of key tasks in the construction of my country’s carbon emission statistical accounting system，Including: (1) Establishing a national and local carbon emission statistical accounting system；(2) Improve the carbon emission accounting mechanism of industry enterprises；(3) Establish and improve carbon emission accounting methods for key products；(4) Improve the national greenhouse gas inventory preparation mechanism。

The Ministry of Ecology and Environment has published an expert interpretation of the plan.
